Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will support services that focus on individuals and families experiencing homelessness.
HSD’s Housing Options, Solutions, and Supports Division requests Commission approval of its Fiscal Year 2026 through 2027 Florida Department of Children and Families (“DCF”) funding recommendations for the service provider agreements specified in Exhibit 1, Attachment A. The agreements with the service providers will be renewed in accordance with the terms and conditions of the agreements.
The DCF Emergency Solutions Grant in the amount of $210,041 provides funding for emergency shelter services, rapid rehousing, rent payment assistance, and supportive services. The DCF Staffing Grant in the amount of $181,271 provides funding for staff to support Homeless Continuum of Care functions such as board meetings, community engagement, and policy development. Staffing Grant funding is required to remain internal to Broward County. The DCF Challenge Grant in the amount of $693,956 funds activities consistent with the Homeless Continuum of Care plan, designed to help individuals and families resolve their homelessness, with support and services designed to help them on the path to obtaining permanent housing. Challenge Grant funding is managed by Broward County staff and will remain internal to Broward County.
This Resolution will further the provision of (i) services included in the continuum of care plan to address the needs of individuals and families experiencing homelessness and (ii) administrative services to the Broward County Homeless Continuum of Care Board.
A letter of support from the Homeless Continuum of Care Board (Exhibit 2) is attached.
