Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Securing federal grant funding will facilitate the continued provision of needed services to eligible Broward County residents living with HIV/AIDS.

The Human Services Department requests Commission approval to submit a Grant Application to the U.S. Department of Health and Human Services, Health Resources and Services Administration (“HRSA”) for Ryan White Part A and MAI (“RW”) funds for the 2025-2028 RW grant period.

The most recent Florida Department of Health HIV/AIDS Surveillance Report documented 21,505 persons living with HIV/AIDS in Broward County. The U.S. Department of Health and Human Services Centers for Disease Control and Prevention’s most recent HIV Surveillance Report, issued in 2022, ranks the Miami-Fort Lauderdale-Pompano Beach, FL statistical area number one in the nation for the rate of new HIV infections, with racial and ethnic minorities disproportionately impacted by the epidemic. RW funds assist in developing and enhancing high-quality, community-based care for individuals and families with low income affected by HIV/AIDS-related illnesses in eligible metropolitan areas and transitional grant areas (“EMA/TGA”). The Broward County EMA/TGA has received RW grant funding from HRSA since 1991.

The Broward County HIV Health Services Planning Council is federally mandated to establish the core medical and support service priorities identified in the RW Summary of Priority Services (Exhibit 1). These services are procured using an open, competitive request for proposal process, resulting in agreements with community agencies.

In 2023-2024, RW funds served approximately 8,100 unduplicated individuals living with HIV/AIDS. In 2024-2025, Broward County anticipates serving approximately the same number of unduplicated individuals living with HIV/AIDS with RW funds.

The Fiscal Year 2025 Agreements and Compliance Assurances form (Exhibit 2) must be submitted to HRSA by October 1, 2024. Historically, Broward County has met all federally mandated Conditions of Award, including ensuring unexpended grant funds are below 5% of the total grant award.
