Summary Explanation/Background

The Fiscal Year 2026 Adopted Budget included an appropriation of $50,000 for the Fallen Responder Financial Aid Program. Steven Lepselter, a BSO firefighter and paramedic, passed away on Sunday April 5, 2026, and County Administration is currently administering the Fallen Responder Financial Aid Program on his behalf. This action would transfer $50,000 in reserves to ensure there are sufficient funds for this program for any future fallen responders in the Fiscal Year 2026 Adopted Budget.

 

This supplemental item was submitted after the applicable deadline due to the recent passing of Firefighter/Paramedic Lepselter. At the request of the Mayor, this item is being included as a supplemental item on the April 14 agenda rather than deferred to a later agenda so that funding can be promptly and fully replenished for the Fallen Responder program for the remainder of Fiscal Year 2026.
