Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

 

In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service large hub airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this solicitation. Universal Protection Service, LLC dba Allied Universal Services, LLC (Allied) committed to 25% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).

 

The Agreement provides professional security guard services for the Aviation Department. These services include operating airport employee screening checkpoints and preventing unauthorized individuals, or authorized individuals carrying unauthorized items, from entering secure areas of FLL and HWO.

 

In accordance with the Broward County Living Wage Ordinance, Broward County Administrative Code, Section 26-101(k), these services are covered services. Allied has agreed to be bound to the contractual obligations of the Living Wage Ordinance.

 

In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. Allied has agreed to be bound to the contractual obligations of the Workforce Investment Program.

 

This procurement carries a 100% performance and payment guaranty.

 

The RFP was advertised on September 3, 2025 and, at the time of the submittal deadline on November 7, 2025, nine firms submitted proposals: Afognak Diversified Services, Inc.; American Guard Services, Inc.; Chi-Ada Security LLC; Covenant Aviation Security, LLC; Global Security Consulting Group Inc.; Inter-Con Security Systems, Inc.; Tarian Security Services, LLC; Unifi Security, LLC; and Universal Protection Service, LLC dba Allied Universal Security Services.

 

On February 18, 2026, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that four firms were both responsive and responsible to the solicitation requirements and would proceed to final evaluation, which includes vendor presentations, question-and-answer period, numerical scoring, and ranking.  

 

On March 6, 2026, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the EC named Universal Protection Service, LLC dba Allied Universal Security Services as the first-ranked firm; Inter-Con Security Systems, Inc. as the second-ranked firm; Global Security Consulting Group Inc. as the third-ranked firm; and Covenant Aviation Security, LLC as the fourth-ranked firm.

 

On March 19, 2026, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

 

Two negotiation meetings were held to negotiate the Agreement: May 28, 2026 and June 11, 2026. These meetings were attended by staff from the Aviation Department, the County Attorney’s Office, and the Purchasing Division.

The amounts referenced in this agenda item were rounded to the nearest whole dollar; the Agreement reflects the actual amount.

 

The initial Agreement period begins on January 1, 2027 and terminates two years from that date.
