Why Action is Necessary

Board approval is required to delegate the referenced authority to the County Administrator for select actions while the Board of County Commissioners is not in session during the 2024 Winter Recess.

Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item provides authority for the County Administrator to execute agreements, contract amendments, work authorizations, and other documents that would otherwise require Board approval or a delegation of authority. The approval of such documents will be based on the County Administrator’s determination that such action is in the best interest of the County and delaying action until January 28, 2025 would adversely impact the County’s interests or day-to-day operations.

 

The delegation will commence on December 11, 2024, and continue through January 27, 2025. The approval and execution of any documents by the County Administrator or her written designee under this delegated authority is subject to review of same as to legal sufficiency by the Office of the County Attorney. A comprehensive report will be provided to the Board by the first scheduled Board meeting in February identifying any action taken under this delegated authority that is not listed on Exhibit 1 and that imposes a financial obligation on the County in excess of $500,000.

 

This action will allow for continuity of County business during the scheduled 2024 Winter Recess.

 

The County will continue with the current Low Bid Report process, Final Ranking process, and Committee-based Advertisement process during the Winter Recess. The Purchasing Division provides notice to each Board member of intended action and any Commissioner can pull the item during the five-day period following such notice. In the event an objection or protest is received, or items are requested by a Board member to be pulled, the item will be presented for Board consideration at a subsequently scheduled Board meeting.

 

Any airport items approved by the County Administrator or designee pursuant to this delegated authority that require specific Board approval under Section 332.0075, Florida Statutes, for a commercial service airport, must be ratified by the Board and will be brought to the Board for consideration after the Winter Recess.
