Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "Cooperatively delivering an efficient and accessible regional intermodal transportation network” and its Goal to “Support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses”.

On April 26, 2022, Item No. 28, the Board approved an agreement with IBI Group Professional Services (USA) Inc., for Consultant Services for Architectural and Engineering Services for Copans Transit Operations Facility, Request for Proposals (RFP) No. TRN2122485P1, for the Transportation Department, in a not-to-exceed total agreement amount of $5,500,000. The agreement was based on a preliminary design and original estimated construction project total of $76,240,000 in 2023 dollars to rehabilitate existing structures, construct new operations and training facilities, a parking structure, and the power infrastructure for electric buses and support vehicles at the Copans Road Operations and Maintenance Facility. However, the original plan for rehabilitation of the existing maintenance building/garage was found not to be cost effective; nor would it accommodate future growth of the transit system and ongoing fleet electrification replacement plan. The overall project direction was re-envisioned to include demolition of the existing bus maintenance garage and construction of a new combined operations and maintenance building with capability to accommodate parking for up to 180-40’ (l.) electric buses with the associated charging infrastructure / solar canopies at the roof area. The project redirection was realized in part based on a comprehensive Pre-Design Report/Analysis completed by the Architectural Engineering (A/E) Team in August of 2022, while still in the early stages of the project’s development. This resulted in a new estimated total construction project budget of $225,680,000 and on April 4, 2023, Item No. 6, the Board approved budget Resolutions totaling $149,440,000 for the updated construction project.

On February 15, 2024, the Purchasing Director approved the assignment of the agreement from IBI Group Professional Services (USA) Inc. to Arcadis Professional Services (USA), Inc. due to the company’s acquisition by Netherlands based Arcadis in late 2022 and a subsequent name change to Arcadis Group Professional Services (USA), Inc.

This amendment to the agreement with Arcadis Group Professional Services (USA) Inc. for Consultant Services for Architectural and Engineering Services, reflects BCT’s electrification vision and need for the existing West Copans Operations and Maintenance site to accommodate the anticipated fleet replacement plan for buses and non-revenue vehicles, and increases the not-to-exceed total agreement amount from $5,500,000 to $12,200,000 which includes $10,900,00 for basic services, $1,200,000 for optional services and $100,000 for reimbursables.
