Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the acceptance of an FAA Grant Agreement for AIP Project No. 3-12-0025-100-2024 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the construction of the Taxiway A Pavement Rehabilitation project (“Project”) at FLL.
Taxiway A runs parallel to the North Runway (10L-28R) at FLL and is considered the primary taxiway serving the north side of the airport. The Project will rehabilitate approximately 6,500 ft by 75 ft of pavement within the taxiway. Taxiway A was last rehabilitated in 2005 and displays distresses such as alligator cracking, depression, weathering, and rutting. The recommended repair is a mill and overlay and some partial reconstruction. The rehabilitation will ensure that the taxiway remains in good operational condition for safe aircraft traffic. The Project will also preserve the structural integrity of the pavement for Taxiway A and keep it in good operating condition, as well as to increase the pavement’s useful life to 20 years to enhance safety and capacity on the airfield.
The total construction cost for the Project (“Construction Cost”) is estimated to be $21,268,000. The FAA will fund up to a maximum amount of $15,289,426 of the Construction Cost. The State of Florida Department of Transportation will fund a match to the FAA funding for the Construction Cost estimated to be in the amount of $2,548,238. Broward County (“County”) will be required to fund the remaining Construction Cost, estimated to be in the amount of $3,430,336, while covering any Project cost overruns.
The FAA Grant Agreements do not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement. This action will authorize the Director of Aviation to execute the Grant Agreement.
This item is a late supplemental item because the County was only recently notified of the FAA Grant Agreement. It cannot be deferred to a subsequent agenda because execution of the FAA Grant Agreement is required by September 17, 2024.
