Why Action is Necessary

Broward County Board of County Commissioners (“Board”) approval is required for the execution of the PTGA.

 

What Action Accomplishes

Execution of the PTGA provides funding to purchase Modular Security Server Racks to house new cyber security server equipment at the Port Everglades Security Data Center.  The County Administrator is delegated authority to take the necessary administrative and budgetary actions to implement the PTGA and to approve any future amendments to the PTGA that do not increase the County’s local match percentage greater than 25%.

Summary Explanation/Background

On November 13, 2024, the Florida Department of Transportation (“FDOT”) approved the allocation of state funding for seaport security initiatives at Florida seaports.  The allocation included $10,500 in grant funding for Port Everglades (“Port”) to purchase several Modular Security Server Racks to house computer cyber security equipment at the Port Security Operations Center (“SOC”).

 

This grant funding will allow for the purchase of server racks to secure and modularize sensitive security network equipment located in buildings throughout the facility. As the result of a recent security assessment, several needs were identified. While none of the equipment is openly accessible, this action mitigates the risk of the equipment exposure since it is housed in areas which are frequently accessed for service by Port employees and outside contractors. As the Port plans to upgrade end-of-life network hardware, these racks will provide physical protection for the equipment.  This equipment will also support port resiliency, as the Port is in the process of hardening its SOC by adding a second floor to relocate equipment currently housed on the ground floor and subject to flood risk. Purchase and use of these server racks would allow the racks and equipment to be seamlessly relocated to the new second floor after construction is completed, reducing any disruption to the Port’s security systems during this project.

 

A requirement for this funding is to execute the PTGA between FDOT and Broward County prior to disbursement of any funding. The PTGA is written in the standard FDOT format and has been reviewed and approved as to form by the Office of the County Attorney.
