This action allows the County to recognize the SHIP Program unanticipated revenue, appropriate the unanticipated revenue to SHIP Program strategies, and continue to implement and administer the SHIP Program.

Summary Explanation/Background

THE RESILIENT ENVIIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s vision of, “offering sustainable, compatible, innovative housing options for all income levels, including integrated, permanent, supportive housing and rapid rehousing,” and its corresponding goal to “strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supporting, etc.) countywide, in every community.”

 

The Broward County State Housing Initiatives Partnership (“SHIP”) Program allocation for Fiscal Year 2025-2026 from the State of Florida totals $2,464,270. This allocation will be spent on the following strategies: Special Needs/Barrier Free Housing, Home Repair Assistance, and Purchase Assistance. The Cities of Coconut Creek, Margate and Weston have entered into interlocal agreements with the County, for the County to implement and administer their respective SHIP Program funds for Fiscal Years 2026, 2027, and 2028.  The City of Coconut Creek’s for allocation of $401,963 for Fiscal Year 2025-2026 will be available for Purchase Assistance, Special Needs/Barrier Free Housing and Home Repair Assistance.  The City of Margate’s allocation of $407,489 for Fiscal Year 2025-2026 will be available for Special Needs/Barrier Free Housing and Home Repair Assistance; and the City of Weston’s allocation of $475,173 for Fiscal Year 2025-2026 will be available for Purchase Assistance, Special Needs/Barrier Free Housing and Home Repair Assistance.

 

The Housing Finance Division (“Division”) recommends distributing SHIP Program funds to the Special Needs/Barrier Free strategy in the amount of $996,925. This funding will provide assistance to a minimum of nine qualified households with a maximum of up to $100,000 per household. The distribution complies with State requirements that each local government must use a minimum of 20% of its SHIP allocation to assist “persons with special needs,” as defined in Section 420.0004, Florida Statutes, with priority given to developmentally disabled persons. The $996,925 is comprised of Broward County’s share in the amount of $740,000; the City of Coconut Creek’s share in the amount of $80,392; the City of Margate’s share in the amount of $81,498; and the City of Weston’s share in the amount of $95,035.

 

The Division further recommends distributing the remaining SHIP Program funds to the following strategies: First, Home Repair Assistance in the amount of $1,877,048 which will provide assistance to a minimum of 18 qualified households with a maximum of up to $100,000 per household. This amount is comprised of Broward County’s share of $1,108,810; the City of Coconut Creek’s share of $221,375; the City of Margate’s share of $285,243; and the City of Weston’s share of $261,620. Second, Purchase Assistance in the amount of $500,033. This amount includes Broward County’s share of $369,033 which will provide assistance to approximately four qualified applicants with a maximum of up to $80,000 per household; the City of Coconut Creek’s share of $60,000 which will provide assistance to one qualified applicant with a maximum assistance of $60,000; and the City of Weston’s share of $71,000 which will provide assistance to one qualified applicant with a maximum assistance of  $71,000.

 

Finally, 10% or $374,889 of the combined SHIP allocation of $3,748,895 for all four partners (Broward County; City of Coconut Creek; City of Margate and the City of Weston) is allocated for administration as permitted under the SHIP Program guidelines.
