Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the MAP Broward goal of “traffic management system and traffic light synchronization.”
As part of the Broward County Mobility Advancement Program, a fiber optic signal interconnect network is being installed throughout the County to provide high speed communication between traffic signals and the Traffic Management Center. The Florida Department of Transportation (FDOT) is executing a project to rehabilitate the SR-870/Commercial Boulevard Bridge across the Intracoastal Waterway, with construction scheduled to begin in the first quarter of 2028. FDOT’s project includes underwater conduit infrastructure across the Intracoastal Waterway. Broward County and FDOT have determined that it is in their mutual interest to include County’s work in the FDOT project. Broward County’s contribution to FDOT provides for the addition of two underwater conduits dedicated to the exclusive use of the County’s fiber optic network.
Motion A seeks Commission approval of a Locally Funded Agreement between Broward County and FDOT to provide for the County to pay FDOT for the construction of County’s fiber optic conduit infrastructure within the FDOT project limits, FDOT requires the County to deposit the estimated County cost of $14,472, which includes 20% contingency (Exhibit 1), and the Agreement requires the County to pay additional amounts if actual costs attributable to the County’s work exceed that contribution. The total estimated cost of FDOT’s construction project, including the County’s portion of the work, is $9,670,448.
Motion B seeks Commission approval of a Three Party Escrow Agreement with FDOT and the State of Florida, Department of Financial Services, Division of Treasury for payment from the County to an escrow account to fund the County’s fiber optic conduit infrastructure (Exhibit 2). FDOT requires payment in full of County’s cost of $14,472 within 30 days of execution by FDOT of the Locally Funded Agreement in Motion A.
