A. MOTION TO ADOPT Resolution of the Board of County Commissioners of Broward County, Florida, authorizing the County Administrator or their written designee to approve and execute Amendment 1 to the Public Transportation grant agreement (“PTGA”) with the Florida Department of Transportation, which extends the PTGA for an additional year and provides the County with additional funding in the amount of $2,977,540 for the operations and maintenance of the Interstate 595 Express Bus Service. Authorizing the County Administrator or written designee to take all necessary administrative and budgetary actions to implement the Amendment to the Grant; Authorizing the County Administrator or their written designee to approve and execute any future amendments and other documents to the PTGA that merely provide additional funds to the County or extend the expiration date of the PTGA, where such amendments do not pose additional cost or material risk to the County, subject to review and approval of all such amendments and other documents for legal sufficiency by the County Attorney’s office; authorizing the County Administrator to take all necessary administrative and budgetary actions to implement Amendment 1 to the PTGA and all such future amendments as described; and providing an effective date.

B. MOTION TO ADOPT budget Resolution within the Transportation Department’s I-595 Express Grant Fund to appropriate revenue in the amount of $2,977,540 to provide funding for continued operations and maintenance of the I-595 Express Bus Service.

Why Action is Necessary
A. FDOT requires Broward County Board of County Commissioners (County Commission) approval of a Resolution authorizing the execution of amendments to PTGAs.
B. Pursuant to Florida Statutes Section 129.06(2)(d), approval of this grant amendment requires County Commission action by Resolution to accept and allocate the funds.
What Action Accomplishes
A. Authorizes the actions set forth in the Motion Statement and proposed Resolution.
B. Authorizes the County Administrator to take the referenced administrative and budgetary actions regarding the PTGA and amendments thereto.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the County Commission’s Connected Community Goal of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional funding to improve and enhance the transit system.
In Motion A, staff is requesting authorization from the County Commission to the County Administrator or their written designee to approve and execute Amendment 1 to the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) that will provide $2,977,540 in Fiscal Year 2027 state funding for continued operations and maintenance of the I-595 Express Bus Service. Costs to operate and maintain these services are funded by this FDOT grant, as well as farebox revenue. In addition, staff is requesting County Commission authorization for the County Administrator or their written designee to execute future amendments and documentation relating to the PTGA provided such amendments or other documentation only extends the term of the PTGA and/or provides additional FDOT funding to the County and does not result in an additional County cost or material risks, and subject to review and approval of all such amendments or other documentation for legal sufficiency by the County Attorney’s Office.
Motion B adopts a budget Resolution to appropriate additional funding under the amendment to the PTGA.
BCT operates 595 Express Bus Service between Broward County and Miami-Dade County weekdays, Monday through Friday, during peak morning and afternoon/evening travel hours. The service is designed to reduce travel time, increase service reliability and provide Broward and Miami-Dade County commuters with efficient travel options. Additional trips may be added or reduced at the discretion of the Transportation Department with prior written consent and approval from FDOT.
This PTGA amendment has been reviewed and approved as to form by the Office of the County Attorney. County approval of the Resolution (Exhibit 1) and execution of the supplemental PTGA (Exhibit 2) is required prior to FDOT’s final execution.
