Summary Explanation/Background

Sections 125.022 and 163.31801, Florida Statutes, regarding development permits, development orders, and impact fees, were amended during the 2025 Legislative Session. As a result, amendments to the Land Development Code and the Zoning Code are necessary to conform with the legislative changes. The proposed Ordinance revises existing timeframes for processing applications for development permits and orders, provides for refunds when those timeframes are not met, defines substantive changes to applications that would restart the timeframes, and provides conditions under which impact fees may be assessed for reconstructed or replacement buildings.

Timely notice has been published in accordance with the applicable requirements to permit the Board’s consideration of the proposed Ordinance.
