MOTION TO AUTHORIZE County Administrator to negotiate and execute an amendment to Agreement 22-CP-ADMIN-6497-01 between Broward County and Q-Q Research Consultants, Limited Liability Company effective June 1, 2026 through September 30, 2026, to conduct a survey of recovery residences credentialed by the Florida Association of Recovery Residences (“FARR”) to guide future opioid settlement investments, service delivery planning, and procurement decisions and add $150,000 to the Agreement, increasing the Agreement’s maximum funding to $250,000 for Option Period 4, subject to review and approval for legal sufficiency by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreement as amended.

Why Action is Necessary

A. Motions A and B are necessary because Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

B. Motion C is necessary because a waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission.

 

What Action Accomplishes

Approval of Motion A and B enables reallocation of funds to maximize the provision of services to best meet the needs of the community.

 

Approval of Motion C waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The reallocated funding will ensure the most effective and efficient use of currently budgeted resources and allow service providers to increase the number of clients served this Fiscal Year.

 

On August 21, 2025 (Item No. 57), the Commission approved appropriation and disbursement of Fiscal Year 2025-2026 funds in the aggregate amount of $21,507,660 for agreements with nonprofit organizations and governmental entities to provide various services. The Human Services Department Community Partnerships Division (“CPD”) completed its mid-year assessment of how funding is being utilized under all agreements. The mid-year assessment revealed contract utilization patterns and client demands demonstrating a need for increased services funding to specified agencies, resulting in this recommendation to reallocate underutilized funds.

 

On May 15, 2026, the Children’s Service Board met and voted to agree with the recommended reallocation of funds within the Children’s Services Administration Section (Exhibit 2). The Health Care Services Section does not have an advisory board for general fund services. All service providers recommended for increased funding have met the applicable Fiscal Year 2025-2026 outcomes for the first quarter.

 

Amending Agreement 22-CP-ADMIN-6497-01 with Q-Q Research Consultants, Limited Liability Company (“Q-Q”) will allow for Q-Q to develop and administer an online survey to 64 FARR-credentialed providers within Broward County. The survey will be designed to collect information including referral sources; eligibility criteria; bed capacity; utilization rates; barriers to utilization; clinical services offered; supportive and wraparound services offered; enrichment activities offered; capacity to expand or serve more clients; cost for services to assist with the establishment of applicable taxonomy rates; data systems used by providers; recommended data elements to collect; and other needs or ideas not otherwise captured.

 

CPD recommends reallocating underutilized funds to agreements in its Children’s Services Administration Section and Health Care Services Section from underutilized Agreements in each Section. CPD also has funding in its budget which was intended for Youth Emergency Shelter Services; however, no entities applied for that funding during the Request for Proposals process and the funding has not been committed. Reallocating a portion of this funding to Q-Q will provide actionable findings to guide future opioid settlement investments, service delivery planning, and procurement decisions. CPD also recommends that the Children’s Services Administration Section reallocate funds to the Elderly and Veterans Services Division within the Human Services Department.

 

Upon Commission approval, the Human Services Department Director and Deputy Director may execute contract adjustments to increase the agreement amounts for the service providers in Exhibit 1. Commission approval is required because the requested funding increases exceed the threshold authorized by the terms of the agreements.

 

Retroactive approval is requested to: 1) allow service providers to meet community needs; 2) allow service providers to invoice Broward County for services provided to additional eligible clients starting on the effective date; and 3) waive conflicts of interest.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer... shall have or hold any employment or contractual relationship with any business entity... which... is... doing business with an agency of which he or she is an officer or employee.” In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion B) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached as Exhibit 3 and constitute full disclosure of any existing conflicts.
