Broward County Board of County Commissioners (“Board”) approval is required for the execution of this amendment to the Standard Grant Agreement (“SGA”).

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the Second Amendment to extend the grant agreement expiration date of the Project from June 30, 2025, to December 31, 2026, and makes administrative updates required by FDEP to Attachments 1, 2, 3, 4, 5, 6, and Exhibit A.
On February 21, 2023 (Item No. 48), the Board approved the SGA between Broward County (“County”) and FDEP for Agreement No. 22SRP22 at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”). The Project’s total estimated cost was $6,099,818 (“Project Cost”). As outlined in the SGA, FDEP committed to 50% participation of the Project Cost, estimated to be $3,049,909, and the County was required to fund the remaining 50%, estimated to be $3,049,909, while covering any Project Cost overruns.
The Project will provide for the design and construction of a new proposed Stormwater Management System within the abandoned Hilton Parcel, which the County acquired in 2013 and is located west of FLL’s South Runway (“South Runway”). The Project will provide flood protection to the South Runway and include the installation of a new stormwater pump station and connector pipe to allow stormwater to flow from the south airfield to the new proposed Stormwater Management System. Completion of the Project will provide a consistent discharge of water flow into the Dania Cutoff Canal and prepare FLL for potential impacts of future sea level rise.
On August 22, 2024 (Item No. 5), the Board approved the First Amendment between the County and FDEP for Agreement No. 22SRP22 at FLL. The First Amendment updated the title of the Project from FLL Hilton Parcel Interconnection to Broward County FLL Hilton Parcel Interconnection and provided for administrative updates required by the FDEP to Attachments 1, 2, 3, 5, and 6, and Exhibit A, Exhibit F, and Exhibit H. In accordance with Florida Statute 908.111, the First Amendment added Exhibit J to the SGA.
The proposed Second Amendment does not change the Project Cost, cost-share contributions, or project scope of the FDEP grant. The proposed Second Amendment will extend the grant agreement expiration date from June 30, 2025, to December 31, 2026, of the Project and provide for administrative updates required by the FDEP to Attachments 1, 2, 3, 4, 5, 6, and Exhibit A.
The proposed Second Amendment has been reviewed by the Office of the County Attorney. The Second Amendment does not include the County's standard agreement provisions, as FDEP requires the County to use its form agreement.
