Summary Explanation/Background
PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The requested action supports the Board’s goal of cultivating community culture, arts, recreation and life-long learning.
The 2026 Florida Legislature appropriated funding in the amount of $687,085 for the development of the Target Range at Markham Park as approved by Governor DeSantis. The appropriation amount identified for this project, according to the Department of Financial Services’ requirements, is to be administered as a cost reimbursement grant administered by the Land and Recreation Grants Section within the Division of State Lands at the Florida Department of Environmental Protection (“FDEP”).
FDEP awarded Broward County a $687,085 grant to be used for the modernization of certain infrastructure at Markham Park Target Range (the “Project”). The funding for the grant will be distributed by FDEP on a reimbursement basis. The required County matching funds of $687,085 have already been appropriated. Delegated authority in the form of a Resolution is requested because the agreement has not yet been finalized by FDEP. Once finalized, the grant agreement will be reviewed and approved for legal sufficiency by the County Attorney’s Office.
The Project includes funding for improvements including replacing the 38-year-old range canopies and shelters, reroofing skeet/trap buildings with standing seam metal, installation of new LED lighting and wood baffling, improving ADA-accessible parking and walkways, and constructing a new cart/storage facility. These improvements will enhance safety, access, longevity, and energy efficiency of a heavily used public training and recreation facility.
Markham Park is a 669-acre regional park within the Broward County Parks System located in Sunrise, Florida. The Markham Park Target Range is the only outdoor shooting range managed by Broward County Parks and Recreation and has been in operation since 1984. This outdoor shooting range offers multiple shooting disciplines, including skeet/trap, 5-stand, sporting clays, two rifle/pistol ranges, and archery. The facility also offers private club rentals and instructional shooting classes for juniors (ages 10-17) and adults (ages 18 and over) and is available for use by law enforcement agencies. The Target Range services 30,000+ individuals per year through citizen use and police officer training use. This Project will create a safer environment for citizens, law enforcement training, and recreational users, reducing risk of injury and improving overall range safety.
