Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Broward County Comprehensive Plan comprises two parts: (1) the Broward County Land Use Plan (BrowardNEXT), adopted by the Board on April 15, 2017; and, (2) the Comprehensive Plan Elements (BrowardNEXT 2.0), adopted by the Board on March 28, 2019 (Item No. 38).

An update to BrowardNEXT was recently initiated by the Broward County Planning Council. Staff requests initiation of a companion update of BrowardNEXT 2.0, which consists of 14 elements:
1. BMSD Land Use and Community Planning (including BMSD Future Land Use Map);
2. Capital Improvements;
3. Climate Change;
4. Coastal Management (including Port and Natural Disaster components);
5. Conservation;
6. Historic Preservation;
7. Housing;
8. Intergovernmental Coordination;
9. Private Property Rights;
10. Public School Facilities;
11. Recreation and Open Space;
12. Solid Waste;
13. Transportation; and,
14. Water Management.

The update will address changed conditions, add new policies reflective of Board priorities, and ensure consistency with any updates to the Broward County Land Use Plan pursuant to the Planning Council's update that is concurrently in progress. Other changes will include updates to implementation targets, evaluation of the concurrency system, deletion of obsolete policies, and addressing statutory changes for consistency with the Community Planning Act. This update will include the Solid Waste Element, which was not part of the 2019 plan approval.

As with previous updates, this multi-year project will involve significant community outreach. Staff anticipate holding six public workshops in the BMSD focused on community planning; at least two countywide workshops focused on municipal, regional and state agency stakeholders; and at least one workshop focused on the Solid Waste Element. In addition, there will be presentations to advisory boards and civic groups. Staff anticipates using multiple methods to effectively solicit public input in the planning process, including developing an interactive on-line portal for public comments, and translating materials into Spanish.

As required by Sec. 163.3174(4) Florida Statutes, the Resilient Environment Local Planning Agency will review proposed amendments to the Comprehensive Plan at a public hearing(s) and make recommendations to the Board.

Consultant services will be required for extensive community outreach. The anticipated cost is $50,000 and is available in the Fiscal Year 2026 budget.
