MOTION TO APPROVE Subaward Grant Agreement No. A0445 between Broward County and the State of Florida Division of Emergency Management in the amount of $105,806 to support Broward County's emergency management and preparedness program from July 1, 2024, through June 30, 2025; and authorize the County Administrator to execute any documentation required to receive the grant and amendments that do not increase the financial obligation of the County, subject to review for legal sufficiency by the Office of the County Attorney, and to take the necessary administrative and budgetary actions for the implementation of the grant award.

B. MOTION TO ADOPT budget Resolution in the amount of $105,806 within the Emergency Management Preparedness (EMPA) grant fund for Broward County Office of Emergency Management for the purpose of supporting Broward County's emergency management functions.

Summary Explanation/Background
Broward County Office of Emergency Management recommends approval of the above motions.
Pursuant to Section 252.373, Florida Statutes and Rule Chapter 27P-19, Florida Administrative Code, the Florida Division of Emergency Management provides annual County base grant funding from the Emergency Management Preparedness and Assistance (EMPA)Trust Fund. This funding supports local emergency management programs, including planning and training activities.
EMPA funds support all phases of emergency management: preparedness, response, recovery, and mitigation. The grant will fund two existing positions in the Office of Emergency Management. A cost share match, met by the agency's annual budget, is required.
The state-provided Grant Agreement includes clauses deviating from standard County terms, particularly indemnification, reporting, and audit obligations.
