Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the County Commission’s Connected Community Goal of “Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network”.
Broward County Transit (BCT)’s Paratransit service, known as TOPS, provides demand response transportation for eligible individuals under the Americans with Disabilities Act (ADA) and the County’s non-ADA programs. The service relies heavily on a centralized call center to manage rider interactions, including trip reservations, cancellations, eligibility inquiries, customer service support, and operational coordination with service providers.
Due to growing demand for Paratransit services in recent years, largely driven by population growth, increased ADA eligibility, and greater reliance on mobility services, the call center’s performance has become critical to service quality. Call volumes routinely exceed 3,000 calls per day, requiring efficient queue management, accurate trip data entry, and consistent communication with contracted transportation providers.
To maintain service reliability, Broward County utilizes a dedicated call center contractor responsible for staffing, training, technology systems, performance monitoring, and compliance with County service standards. The contract ensures that customer interactions are handled professionally, that trip requests are efficiently processed, and that ADA regulatory requirements are met.
The County is preparing new solicitations to address several priorities: meeting continued growth in demand, modernizing scheduling software, exploring the use of AI technology to be more efficient, and improving customer experience metrics. Additional goals include increasing first-call resolution rates and enhancing integration with real-time vehicle tracking systems. Extending the call center contract is essential to support TOPS program operations, deliver high-quality customer service, and ensure the Paratransit system can scale to meet future needs.
