Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” JA provides educational programming that helps Broward County youth develop financial literacy and business skills and prepares them to make informed decisions about their education, employment, and financial futures. The proposed funding allocation will support these services for a one-year period effective October 1, 2026, through September 30, 2027.
At the August 30, 2022, Fiscal Year 2023 budget hearing, the Commission allocated $300,000 in recurring funds to JA to support financial literacy and business skills training for Broward County youth. On October 25, 2022 (Item No. 10), the Commission authorized the County Administrator to execute Agreement No. 23-CP-CSA-1916-01 with JA, effective retroactively from October 1, 2022, through September 30, 2023, with five additional one-year renewal periods.
The Agreement was executed on December 5, 2022, and renewed for five additional one-year terms. After additional negotiations with JA, the Community Partnerships Division issued a Notice of Renewal of Agreement No. 23-CP-CSA-1916-01 for Fiscal Year 2026-2027. This action funds the final option period.
Retroactive approval is requested due to protracted discussions with JA about how best to move forward with the program during its final term.
