In accordance with the Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

Provides for an agreement for a qualified firm to provide comprehensive professional architectural and engineering services on a continuing term basis for remodeling, renovations, new construction, and other miscellaneous professional services at various countywide Transit Facility locations for the Transportation Department.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network".

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 30% for this project. Synalovski Romanik Saye, LLC committed to 30% CBE participation, which was reviewed and approved by OESBD. (Exhibit 2)

 

The purpose of this agreement with Synalovski Romanik Saye, LLC is to provide comprehensive professional architectural and engineering services on a continuing term basis for remodeling, renovations, new construction, and other miscellaneous professional services at various countywide Transit Facility locations. (Exhibit 1)

 

The comprehensive professional services may include: existing facility and/or site documentation; property boundary site surveying; project budgeting; design-necessitated existing facility assessments and evaluations; project cost estimating; project schedule development and analysis; facility programming; complete architectural/engineering design of buildings, additions, renovations, project-related space planning/interior design, on-site and off-site improvements; and other miscellaneous supporting activities, feasibility studies, asset management plans, complete construction contract package documentation, and construction administration.

 

On June 14, 2022 (Item No. 59), the Board authorized the County Administrator to approve Request for Proposals (RFP) No. TRN2124176P1, Architectural and Engineering Professional Services for Transit Infrastructure (CBE), during summer recess. On July 8, 2022, the County Administrator approved RFP No. TRN2124176P1. The RFP was advertised on July 21, 2022, and at the time of the submittal deadline on August 24, 2022, eight firms submitted proposals in response to the RFP.

 

On October 26, 2022, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all eight firms were responsive and responsible to the RFP requirements and voted in favor to shortlist four firms to advance to the final evaluation, which would include vendor presentations, Question-and-Answer period, numerical scoring by the Evaluation Committee, and ranking.

 

On November 14, 2022, a Final EC meeting was held. After presentations, evaluation, scoring and ranking, the EC named Synalovski Romanik Saye, LLC as the first-ranked firm.

 

On November 22, 2022, an email was sent to the Board of County Commissioners with the Low Bids Report/RLI/RFP - Committee Member Score Sheets for their review. There were no vendor objections or protests or pulls from the Board for this RFP ranking.

 

The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from November 21-28, 2022, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

 

The EC’s final recommendation of ranking was posted on the Purchasing Division website from November 29 - December 5, 2022, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.

 

On December 5, 2022, in accordance with the Procurement Code Section 21.42.(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

 

Three negotiation meetings were held to negotiate this agreement with Synalovski Romanik Saye, LLC: February 10, March 1, and March 27, 2023. These meetings were attended by representatives from Synalovski Romanik Saye, LLC, staff from the Transportation Department, the County Attorney’s Office, and the Purchasing Division.

 

The initial term of this agreement will be effective upon date of execution and will terminate three years from that date.
