Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Board approval is required for the execution of a contract with a value greater than $500,000.
B. In accordance with the Broward County Procurement Code, Board approval is required to extend a contract with a with a cumulative net amount greater than $500,000.
What Action Accomplishes
Authorizes the Director of Purchasing to approve and execute a lease for 17 additional transit buses from the City of Gainesville for up to two years and to extend the existing lease agreement for 16 buses for an additional one-year term.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's Connected Community Goal of "Cooperatively delivering an efficient and accessible regional intermodal transportation network."
On November 20, 2025, the Director of Purchasing executed an agreement with the City of Gainesville for the lease of 16 40-foot Low Floor Gillig Transit Buses for a term of one year from final date of execution, at a monthly cost of $2,500 per bus (not-to-exceed annual amount of $480,000) in order to meet the Transportation Department’s (BCT’s) immediate and ongoing needs for additional buses to maintain required service levels.
BCT has a need to secure additional buses, and the City of Gainesville is able to lease 17 additional buses to BCT on the same terms as the initial lease for an annual not-to-exceed amount of $510,000, as well as to potentially extend the existing lease (and the new lease) for one additional year after the initial term. These additional buses will assist BCT in meeting its operational needs during the 18 to 24-month lead time to manufacture and deliver new replacement buses. The requested action to authorize the extension of both lease agreements for up to one additional year, if necessary, will assist BCT while its long-term fleet replacement efforts continue.
Leasing additional buses from the City of Gainesville provides a timely and cost-effective solution to stabilize fleet capacity, restore service levels, and maintain reliable transit operations pending the manufacture and delivery of new replacement buses.
If these items are approved, the Director of Purchasing will be authorized to approve and execute both a lease agreement for the additional 17 buses, at a maximum not-to-exceed amount of $510,000, and also to approve and execute amendments renewing the current lease of 16 buses and the new proposed lease for one additional year, at a total maximum not-to-exceed amount of $990,000 if the County exercises renewals of both agreements for the 33 buses. All such lease agreements and amendments thereto will be subject to review and approval for legal sufficiency by the County Attorney’s Office.
This item is being added as a supplemental item to the February 3, 2026, agenda because the additional 17 buses are required to maintain BCT operational levels due to a number of existing buses in the current fleet requiring extended maintenance and repair as long-term fleet replacement efforts continue.
