Why Action is Necessary

A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

 

What Action Accomplishes

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately." This Agreement (Exhibit 1) funds case management services to eligible Broward County Veterans to prevent their premature institutionalization and nursing home placement.

 

The Elderly and Veterans Services Division (“EVSD”) is the lead Broward County provider for Veterans’ benefits acquisition services, working with Veterans of all ages and their dependents to coordinate their financial and healthcare entitlements.

 

Referral Agreement No. VB124-15-2025 sets forth the principles for cooperation and consultation between Areawide Council on Aging of Broward County, Inc. (“Council”), and Broward County to implement the Veteran-Directed Care program. Through this initiative, EVSD will provide case management services and assist in developing care plans to maintain the Veterans in the least restrictive community setting. EVSD will be reimbursed for services according to rates established in the Agreement.

 

EVSD has met the mandatory performance standards in all previous years and is not required to serve a specific number of Veterans.

 

The Agreement will cover services provided from October 1, 2024, through March 31, 2025. Upon approval by the Commission, the Agreement will be effective retroactively to October 1, 2024.

 

The Agreement, which was provided by the Council to EVSD on October 2, 2024, is in the Council’s format and was reviewed and approved as to form by the Office of the County Attorney. The Council will sign last after the Commission’s approval.

Fiscal Impact/Cost Summary

The Council will reimburse Broward County an estimated total amount of $90,000 for services provided during the Agreement’s term (October 1, 2024, through March 31, 2025). The Agreement does not require any cash or in-kind match from Broward County. If approved, the Agreement will provide an additional estimated $90,000 in reimbursement revenue for case management services provided to Veterans in Broward County.
