Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract, that includes a single bidder.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND THE APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that Disadvantaged Business Enterprises (DBE) participation can be achieved through race-neutral methods. This project will not include race-conscious contract goals (Exhibit 2).
This contract provides for tire leasing and full-service tire maintenance for the transit bus fleet. This contract includes allowances in the amount of $96,000 for the initial term. Expenditure under the allowances must be approved by the Contract Administrator and will be reimbursed at the vendor’s actual cost without mark-up (Exhibit 1).
The Director of Purchasing has determined the single bidder, Michelin North America, Inc. (Michelin), to be responsive to the solicitation.
Broward County Transportation Department has reviewed the bid submitted by Michelin and concurs with the recommendation for award (Exhibit 3).
One County vendor performance evaluation was completed for Michelin; the vendor has an overall performance rating of 3.86 out of a possible 5.0. Copies of the vendor performance evaluation are available upon request.
The Purchasing Division reviewed the prices submitted by the single bidder, Michelin, and has determined that the prices submitted are fair and reasonable based on price analysis (Exhibit 4).
Incumbent: Michelin North America, Inc.; Contract Number and Title: TRN2118573B2, Bus Tire Leasing Services; Contract Term: March 17, 2020, through December 14, 2025; Expenditures to date: $6,402,773.
The bid was advertised on June 11, 2025, and opened on July 15, 2025; one bid was received with one declination (Exhibit 1).
The Purchasing Division's electronic procurement system invited 782 vendors to the solicitation, and it was viewed by 34 vendors. Purchasing conducted outreach to all vendors who viewed or downloaded the solicitation; two suppliers expressed interest and intended to bid. However, one declination was received before the bid opening. The Purchasing Division inquired why the vendor did not bid; one vendor responded that the time to submit a response conflicted with other projects and commitments.
As this was a single bid response, a Recommendation for Award is not required to be posted to the Purchasing Division website.
Michelin’s bid validity expires on November 12, 2025, and Michelin has agreed to extend it through December 31, 2025.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The contract consists of the County’s solicitation and the vendor's response.
The initial contract period begins on the date of the expiration of the current contract.
