In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract, that include a rejection of apparent low bidder.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserve opportunity for certified County Business Enterprise (CBE) firms. Sharp Marketing LLC is a certified CBE (Exhibit 2).
This contract provides uniforms for the Parks and Recreation Division (Group 8).
The Director of Purchasing has determined the apparent low bidder, Mini Wing USA Inc.; the apparent second low bidder, Unifirst Corporation; and the apparent third low bidder, FLA. Gun Center of Broward Corp., are non-responsive to the Basis of Award bid requirement (did not bid all line items in the group) and non-responsible due to non-compliance with the CBE Reserve requirement.
The Parks and Recreation Division has reviewed the bid submitted by Sharp Marketing LLC for Group 8 and concurs with the recommendation for award (Exhibit 3).
One County vendor performance evaluation has been completed for Sharp Marketing LLC; the vendor has an overall rating of 4.05 out of a possible 5.
The Purchasing Division reviewed the prices submitted by the low responsive, responsible bidder (Group 8), Sharp Marketing LLC, and has determined that the prices submitted are fair and reasonable based on price analysis (Exhibit 4).
Former Incumbent: Sharp Marketing LLC; Contract Number and Title: OPN2124435B1, Uniforms; Contract Term: November 15, 2022 through November 14, 2023; First Renewal: November 15, 2023 through November 14, 2024; Second Renewal: November 15, 2024, through November 14, 2025; Ninety Day Extension: November 15, 2025, through February 12, 2026. Expenditures to date: $400,808.
The bid was advertised on November 7, 2025 and opened on December 11, 2025; 13 bids were received with no declinations (Exhibit 1).
Sharp Marketing LLC’s bid validity expired on April 10, 2026, and Sharp Marketing LLC has agreed to extend it through June 30, 2026.
The Recommendation for Award was posted on the Purchasing Division website. There was no protest filed against this procurement.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The awarded contract consists of the County’s solicitation and the vendor’s response.
The initial contract period begins on date of award.
