Previous Action Taken
The Board authorized the County Administrator to administer a competitive procurement to secure vendors for the Home Repair Programs in the Pompano Beach CRA Northwest District at the March 21, 2024, meeting (Agenda Item No. 25).
Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of “ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity."
On March 21, 2024, the Board accepted the Pompano Beach Residential Advisory Board (“RAB”) recommendation to allocate $6,000,000 for a Major Home Repair Program and $1,000,000 for a Minor Home Repair Program for the elimination of slum and blight in the Pompano Beach CRA Northwest District (Exhibit 2) (collectively, “Programs”). The funding allocations for the Major Home Repair and Minor Home Repair Programs are based on the expectation that the programs will benefit, in the aggregate, approximately 200 homes within the Pompano Beach CRA Northwest District residential area. At the meeting, the Board also authorized the County Administrator to administer a competitive procurement to secure vendors to implement the Programs.
On March 29, 2024, a Request for Applications (“RFA”) was issued seeking applications from qualified and responsive firms who demonstrate the necessary knowledge, experience, technical expertise, and organizational and financial capacity to implement the home repair Programs.
The service delivery fees as detailed in the RFA are $6,000 for each completed major home repair project and $1,300 for each completed minor home repair project. Services to be provided by the selected firms include (but are not limited to) housing inspections, cost estimation, specification writing, construction oversite, design and the bidding process. The maximum award per house for the Major Home Repair Program is $50,000 and the maximum award is $10,000 for the Minor Home Repair Program.
On the application submission deadline of April 26, 2024, the Housing Finance Division (“HFD”) received three applications deemed responsive, qualified, and eligible.
On May 13, 2024, an Evaluation Committee meeting was held to score the applications received from the three firms. Using criteria detailed in the RFA, all three applications were reviewed and scored resulting in the following order: (1) Land Developers Consortium LLC; (2) Habitat for Humanity of Broward, Inc.; and (3) Broward County Minority Builders’ Coalition, Inc. No appeal to the scoring was filed.
The top ranked application, Land Developers Consortium LLC, qualified as a “Local Business” under the RFA by providing evidence of being a business entity located within the municipal boundaries of the City of Pompano Beach and earned an additional 20 points from each Evaluation Committee Member.
Contingent upon Board approval, it is recommended that the County contract for direct services with all three responsive firms, that the direct services be equally apportioned and that the contracts shall include a provision which requires, but does not limit, the firms to solicit contractors from the City of Pompano Beach.
Awarding direct services agreements to multiple firms is intended to expand and diversify the vendor and supplier base, to improve competitive pricing and cost controls, and balance workload so that no one firm is overwhelmed with housing rehabilitation projects.
The requirement to solicit contractors from the City of Pompano Beach is intended to promote local businesses and address concerns from the community.
The agreements will be prepared and receive final legal review and approval as to legal sufficiency by the Office of the County Attorney.
