Title: MOTION TO AUTHORIZE Director of Purchasing to retroactively execute the Third Amendment with Advanced Roofing, Inc., for Interim Contract No. P1356708BX1, Roofing Maintenance and Repair, for the Facilities Management Division and various Broward County agencies. Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.43, Specific Period, a contract for supplies or services may be entered into for no more than five years without the express consent of the Board.

 

What Action Accomplishes

Allows for continued roofing maintenance and repair at various Broward County facilities and locations and provides an opportunity for the solicitation of the replacement contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not establish County Business Enterprise (CBE) goals for this procurement because there are no subcontracting opportunities for CBE contractors.

 

The purpose of this contract is to provide roofing maintenance and repair for various Broward County facilities.

 

On December 8, 2015 (Item No. 22), the Board awarded open-end Contract No. P1356708B1 to Advanced Roofing, Inc. in the estimated annual amount of $190,074, which included allowances for permit reimbursables, parts on pass-thru, and Broward Sheriff’s Office special detail services in the estimated annual amount of $9,500, and authorized the Director of Purchasing to renew the contract for two one-year periods, for a maximum three-year potential estimated amount of $570,222.

 

On November 29, 2018, the Director of Purchasing approved a 90-day extension with no threshold increase because none was needed at that time.

 

On May 14, 2019, the Purchasing Manager awarded open-end Interim Contract No. P1356708BX_1 to Advanced Roofing, Inc. for Roofing Maintenance and Repair in the total amount of $90,617 for a period not-to-exceed six months. The Interim Contract began retroactively on March 8, 2019 and was set to expire on September 8, 2019.

 

On August 20, 2019, the Director of Purchasing executed the First Amendment with a threshold increase of $82,008 and extended the Interim Contract on a month-to-month basis for a period not-to-exceed six months.

 

On March 20, 2020, the Director of Purchasing executed the Second Amendment with a threshold increase of $88,000 and extended the Interim Contract on a month-to-month basis for a period not-to-exceed six months.

 

The Third Amendment extends the contractual services beyond the five years approved by the Board on December 8, 2015 for roofing maintenance and repair and increases the threshold in the total amount of $100,000 (Exhibit 2).  The Third Amendment allows time for the completion of the procurement process for the replacement contract while ensuring essential services are not disrupted. The delay of the replacement contract is due to revisions to the specifications and requirements of the solicitation (Exhibit 1).
