Grant Agreement No. 22FRP126 was approved and executed by the County Administrator during the 2023 Summer Recess, as approved by the Commission Meeting Agenda Item No. 29 on June 13, 2023. Grant Agreement Amendment 1 was signed by County Administration on October 31, 2023.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT / WATER MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The requested action supports the Board’s goal of ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.

Grant Agreement No. 22FRP126 (“Grant Agreement”) authorizes an $850,000 grant to the County for the Canal Structure S-27 Improvements project. The funds provided through the Grant Agreement will cover the project's design and construction cost through funding provided by the United States Department of Treasury via the Florida Department of Environmental Protection, utilizing American Rescue Plan Act funds on a cost-reimbursement basis. The project is currently in the design phase, with bidding anticipated to occur in June 2025.

FDEP is expected to require an amendment to the Grant Agreement to update various legal terms ensuring compliance with recently adopted state laws and federal requirements concerning the disbursement of American Rescue Plan Act funds.

FDEP has set a deadline of November 22, 2024, to receive an executed copy of the amendment to the Grant Agreement from the County.

This item, if approved, would authorize the County Administrator to execute the proposed amendment, and any change orders or other documents required by FDEP, subject to review and approval by the County Attorney’s Office, provided there is no additional financial obligation on the County.
