Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the acceptance of an FAA Grant Agreement for AIP Project No. 3-12-0025-017-2024 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the construction of the Taxiway A Extension and Mitigate Hot Spot 3 projects (collectively “Projects”) at HWO.
One of the Projects is the construction for the extension of Taxiway A, west of Runway 1L-19R to the north edge of Runway 10R at HWO. The new extension will include a connector taxiway to an existing hangar development, reconstruction of connector Taxiway N, and an aircraft run-up area/hold pad. The work will involve, but not be limited to, mobilization, maintenance of airfield traffic, contractor staging area, constructing a construction access road, demolition of existing pavement and airfield lighting/signage, new subgrade, lime rock, and asphalt paving. New Light-emitting diode (“LED”) taxiway edge lighting, junction cans, conduit, cabling, and LED guidance signs will be installed, as well as new pavement markings and sodding.
The other Project is the mitigation of Hotspot 3, which consists of the reconfiguration of the three connector entrances between Taxiway L and the south aircraft parking aprons at HWO. The entrances will be re-constructed to current FAA design standards, milled, and re-surfaced. The scope of work will also involve, but not be limited to, mobilization, maintenance of traffic, demolition of existing apron entrances, subgrade, lime rock, asphalt milling and paving. New LED taxiway edge lighting, cabling, and LED guidance signs will be installed, as well as new pavement markings and sodding.
The total construction cost for both Projects (“Construction Cost”) is estimated to be $4,563,742. The FAA will fund up to a maximum amount of $4,067,342. The State of Florida Department of Transportation committed to 5% of the Construction Cost and requires Broward County (“County”) to fund all remaining expenses for the Construction Cost of the Projects in excess of the amount of FAA’s funding, while covering any Project cost overruns.
The FAA notified the Broward County Aviation Department (“BCAD”) that the Grant Agreement will be received by the County on or after September 9, 2024, which is after the printing of the Commission Agenda for this action. These FAA Grant Agreements do not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement. This action will authorize the Director of Aviation to execute the Grant Agreement. Upon receipt of the Grant Agreement from the FAA, BCAD will submit a copy to the Board submitted as additional material prior to its consideration of this action.
