A. MOTION TO ADOPT Resolution providing funding for certain services, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, AUTHORIZING APPROPRIATION AND DISBURSEMENT OF FISCAL YEAR 2026-2027 FUNDS IN THE AGGREGATE AMOUNT OF $20,823,637 TO SPECIFIED SERVICE PROVIDERS FOR THE PROVISION OF SUPPORT SERVICES TO INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS IN BROWARD COUNTY; AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE NEW AGREEMENTS WITH THE SPECIFIED SERVICE PROVIDERS; AUTHORIZING THE COUNTY ADMINISTRATOR TO TAKE ALL NECESSARY ADMINISTRATIVE AND BUDGETARY ACTIONS TO IMPLEMENT THE AGREEMENTS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.
B. MOTION TO APPROVE sole source determination for The Salvation Army, to provide emergency shelter services for families experiencing homelessness in Broward County.
C. MOTION TO AUTHORIZE County Administrator to approve and execute First Amendment to Agreement between Broward County and HOPE South Florida, Inc., effective October 1, 2026, subject to legal sufficiency review and approval by the County Attorney’s Office, to add the Housing Case Management as an authorized service category, at no additional cost to the County, to be consistent with the intent and impact of programs serving families experiencing homelessness in Broward County; and authorize the County Administrator to take all necessary administrative actions to implement the Amendment.
D. MOTION TO APPROVE waivers of conflict under Section 112.313(7)(a), Florida Statutes, for the following Broward County advisory board members holding an employment or contractual relationship with an entity receiving funds for the performance of services under this agenda item:

Why Action is Necessary
A. Broward County Board of County Commissioners (“Commission”) adoption of this Resolution is required for appropriation and disbursement of funds for agreements with external agencies and to authorize the County Administrator to execute agreements.
B and C. Broward County Board of County Commissioners’ (“Commission”) approval is required for agreements with external agencies.
D. A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission.
What Action Accomplishes
Adoption of Motion A enables allocation of funds to continue providing services for individuals and families experiencing homelessness in Broward County.
Approval of Motion B provides emergency shelter services for families experiencing homelessness in Broward County.
Approval of Motion C enables enhancements to the Homeless Family Safe Parking Program.
Approval of Motion D waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.”
The Housing Options, Solutions, and Supports Division (“HOSS-D”) requests Commission approval of Fiscal Year 2026-2027 (“FY2027”) funding recommendations in the aggregate amount of $20,823,637 for the service providers’ identified in Exhibit 1, Attachments A and B. Existing agreements with the service providers identified in Exhibit 1, Attachment B will be renewed in accordance with the terms and conditions of the agreements. The Homeless Continuum of Care Board has provided a letter supporting HOSS-D’s funding recommendations (Exhibit 3).
The Salvation Army (“TSA”) is the sole provider of non-profit emergency shelter beds for families in the City of Fort Lauderdale. On July 10, 2026, the Director of the Broward County Purchasing Division approved a sole-source determination for TSA, as the only provider of these services (Exhibit 2). The Human Services Department is seeking Commission approval of the TSA sole source determination to enable TSA to provide emergency shelter services for families experiencing homelessness in Broward County.
On July 21, 2025, the Human Services Department issued a General Funds Request for Proposals for a Homeless Family Safe Parking Program. HOPE South Florida, Inc. (“HSF”), was the highest-rated respondent. On November 13, 2025, the Commission approved an agreement with HSF for the pilot program. HOSS-D requests Commission approval to add the Housing Case Management service category to better serve families experiencing homelessness in Broward County. The amendment will be reviewed and approved as to form by the County Attorney’s Office prior to execution by the County Administrator.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer… shall have or hold any employment or contractual relationship with any business entity… which is… doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(7)(a), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion D) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship or Interest, are attached as Exhibit 4 and constitute full disclosure of any existing conflict.

Funding in the amount of $20,823,637 is in the Fiscal Year 2027 recommended Broward County budget. Actions related to appropriation and disbursement to service providers are contingent upon Commission adoption of the Fiscal Year 2027 budget.
