A. MOTION TO APPROVE Contract No. 23FVP27 between Florida Council Against Sexual Violence, Inc. (“FCASV”), and Broward County in the amount of $130,607, effective December 1, 2023, through June 30, 2025, to support survivors of sexual assault and enhance the delivery of sexual assault recovery services; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Contract, subject to review for legal sufficiency by the Office of the County Attorney, that do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Why Action is Necessary
A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.
What Action Accomplishes
Approval of Motions A and B provides for support to survivors of sexual assault and enhanced delivery of sexual assault recovery services.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Collaboration and funding from FCASV will facilitate the provision of support to survivors of sexual assault (“Survivors”) and enhance the delivery of sexual assault recovery services at the Nancy J. Cotterman Center (“NJCC”).
FCASV provided notice of the 23FVP27 award of non-competitive grant funding on January 24, 2024. The effective date of the Contract is December 1, 2023, through June 30, 2025. The effective date is retroactive due to the delayed issuance of the Contract by FCASV.
Funding for Contract No. 23FVP27 originates from the Family Violence Prevention and Services Act, American Rescue Plan (“FVPSA ARP”) Grant. The FVPSA ARP Grant was issued by the United States Department of Health and Human Services to the Florida Department of Children and Families (“DCF”). DCF, in its capacity as the state administrator of ARP funds, assigned the Department of Health (“DOH”) to administer the funding and provide oversight to FCASV to implement subawards with certified rape crisis centers. DOH contracted with FCASV to assess the needs of Survivors; align the capacities of certified rape crisis centers to provide sexual assault recovery services; and support the continuity of certified rape crisis centers through training, information, and technical assistance. The award is granted to NJCC due to its designation as Broward County’s only certified rape crisis center.
NJCC will use funding from Contract No. 23FVP27 to provide bus passes to Survivors to assist in accessing sexual assault recovery services and purchase necessary office and medical equipment including monitors, docking stations, a medication storage unit, and forensic interviewing equipment. The funding will also be used to train sexual assault advocates to enhance their ability to provide trauma-informed care and to maintain Zoom and DocuSign subscription services to facilitate telehealth services to Survivors.
The Contract (Exhibit 1) is in the form required by the funding agency and was reviewed and approved as to form by the Office of the County Attorney. FCASV will sign last following Commission approval.
