Summary Explanation/Background

The Parks and Recreation Division routinely contracts with various providers for park related services such as summer water safety classes for school children and caretaker services for individual park properties. These contracts are generally with individual service providers for relatively small amounts, usually substantially less than $100,000 annually.

The Parks and Recreation Division recommends minor changes to the authority of the Director of the Parks and Recreation Division (“Director”) to enable the Director to more efficiently manage these providers and to execute contracts for these services, subject to appropriate limitations on the form and total dollar amount, and subject to legal review.

The Director’s contracting authority at issue is limited to four categories: temporary services of entertainers and instructors; sponsorships of park programs; water safety instruction; and security services. Currently, the Director has authority to contract for these matters, competitively or noncompetitively, up to the mandatory bid amount (currently $100,000). The proposed Resolution would increase the Director’s monetary contracting authority to $100,000 annually per contract, subject to a five-year maximum contract duration.

The proposed Resolution would require the Director to utilize form agreements approved periodically by the Board, with each specific agreement subject to review for legal sufficiency by the County Attorney’s Office.
