A. MOTION TO APPOINT following individuals to Homeless Continuum of Care Board (HCoC):
1. Renee Stephen-Chance in the category of "School Board of Broward County representative."
2. Mary McVeigh-Camilo in the category of “Veterans Affairs Outpatient Clinic Working with Homeless Veterans - Director/Designee.”
3. Suzette B. Fleischmann in the category of “Broward Behavioral Health Coalition.”
(Per the Thursday Agenda Memorandum, the Board’s consideration is based upon the item as amended by Additional Material 13-A, submitted by the Intergovernmental Affairs and Grants Section.)
ACTION: (T-11:01 AM) Approved as amended with Regular Meeting Additional Material 13-A, dated August 20, 2026, submitted at the request of Intergovernmental Affairs and Grants Section.
VOTE: 8-0. Vice-Mayor McKinzie was inaudible during the vote.

B. MOTION TO APPROVE waiver of conflict under Section 112.313(7)(a), Florida Statutes for Renee Stephen-Chance and Suzette B. Fleischmann, who hold employments or contractual relationships with entities that receive funds from Broward County.

Why Action is Necessary
A. The Board must approve appointments and reappointments to advisory boards.
B. A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Board with Section 112.313(12), Florida Statutes.
What Action Accomplishes
A. Appoints Renee Stephen-Chance, Mary McVeigh-Camilo, and Suzette B. Fleischmann to the HCoC.
B. Waives the existence of any conflict arising under Section 112.313(7)(a), as authorized under applicable law.

Summary Explanation/Background
The following nominations have been received by the Office of Intergovernmental Affairs for appointment to the HoC:
1. The School Board of Broward County nominated Renee Stephen-Chance to serve as their representative on the board.
2. The Department of Veterans Affairs Outpatient Clinic nominated Mary McVeigh-Camilo to serve as their representative on the board.
3. The Broward Behavioral Health Coalition nominated Suzette B. Fleischmann to serve as their representative on the board.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer shall have or hold any employment or contractual relationship with any business entity which is doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Board approval is required to waive any conflict arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires a two-thirds vote of the County Commission after full disclosure of the conflicting relationship (Motion B). Form 4A, Disclosure of Business Transaction, Relationship, or Interest, is attached hereto as Exhibit 1 and constitutes full disclosure of any existing conflicts.
