Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

On June 6, 2013 (Item No. 9), the Board of County Commissioners approved a shell agreement for customers delivering waste to the Broward County Landfill to establish a charge account with the County. The formal agreement provided landfill customers a process of utilizing charge accounts rather than submitting payment at each visit.

Currently each agreement for a charge account between the County and a landfill customer requires review from the Office of the County Attorney, County Administration approval, execution by the Mayor, and includes provisions for vehicle identification, adherence to landfill rules of operation, security deposits, payment procedures, fees, and inspections.

If approved, the new shell agreement between Broward County and customers of the Broward County Landfill (“Landfill Customer Billing Agreement”) (Exhibit 1) will continue to include similar operational and procedural provisions but will also:

1.                     Streamline the review and approval process by consolidating all of the relevant customer information onto a single page;

2.                     Authorize the County Administrator to execute the Landfill Customer Billing Agreement in place of the Mayor;

3.                     Comply with changes in state law, including recent requirements for local government contracts like anti-human trafficking and labor and employment verification language; and

4.                     Allow customers to pay electronically for use of the Broward County Landfill.

5.                     Allow customers online access to the Landfill Customer Billing Agreement.
