MOTION TO APPROVE Agreement No. CB00006-15-2024 between the Areawide Council on Aging of Broward County, Inc., and Broward County, in the amount of $1,082,028, effective from October 1, 2023 through September 30, 2024, for community-based services to eligible seniors; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Agreement, subject to review for legal sufficiency by the Office of the County Attorney, that do not impose additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

B. MOTION TO ADOPT budget Resolution within the Contract Fund to appropriate revenue in the amount of $1,094,028 for community-based services to eligible seniors, of which $1,082,028 is grant funds and $12,000 is estimated copayment revenue received from clients.

Why Action is Necessary
A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.
What Action Accomplishes
Motions A and B approve funding for community-based services to eligible seniors served by the Elderly and Veterans Services Division (“EVSD”).

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of "building partnerships and working collaboratively with others to meet shared objectives" and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately.” By acquiring these local funds and partnering with the Areawide Council on Aging of Broward County Inc. ("Council"), EVSD provides community-based services that allow eligible seniors to age in place in their own homes with their familial caregivers.
Retroactive approval is requested due to the delay in receiving the Agreement from the funder.
The Council makes funding available for case management and adult day care services for eligible seniors without requiring their qualification for the state-funded Community Care for the Elderly program. Eligible individuals, age 60 or older, receive appropriate elder care assistance to prevent, postpone, or reduce their placement in nursing homes and other institutions.
The Council does not require EVSD to serve a specific number of seniors. However, the Council requires EVSD to ensure there is no dual enrollment with any other state-funded case-managed program or the Statewide Medicaid Managed Care Long-Term Care program.
This Agreement (Exhibit 1) was prepared by the Council in its format and has been reviewed and approved as to form by the Office of the County Attorney. The Council will sign last following the Commission’s approval.
