Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Maintaining the Northpointe Software will facilitate the provision of diversion services to residents of Broward County through the Adult Civil Citation Program (“Program”).

The Program is a pre-arrest diversion program established by Broward County for low-level, non-violent misdemeanor offenses. The Program provides law enforcement officers the option of issuing citations to adults for non-violent misdemeanor offenses under Florida law as an alternative to making an arrest or issuing a notice to appear. Participants in the Program must complete an intake and screening to identify the factors that may have contributed to the citation and to determine the appropriate interventions. The Northpointe Software is an automated decision support software that is used by County staff for case management and proprietary assessments to facilitate decision making within the Program.

Since its inception, 519 clients have participated in the Adult Civil Citation Program.

The Northpointe Software allows County staff to manage the civil citation process by verifying citation eligibility, entering citation information, monitoring the status of open citations, and reporting on Program outcomes. The Northpointe Software also allows for tracking of adults referred to the Program under a unique identifier and permits multiple citation records under a unique identifier.

The Director of Purchasing, acting in accordance with the delegated authority provided through Section 21.47(b), Broward County Administrative Code, contracted with Northpointe Inc. on July 15, 2019, to provide County access to the Northpointe Software for an initial period of one year with an option to renew for up to four additional one year terms for an amount not-to-exceed $221,982. The Agreement is scheduled to expire on July 15, 2024. The First Amendment to the Agreement (Exhibit 1) extends the service period for up to five additional one year optional renewal terms and increases the not-to-exceed amount by a net total of $216,678 for an amended not-to-exceed contract value of $438,660.

The increased value of the Agreement is due to increases in Northpoint Inc.’s operational costs (increases ranging between 3% - 7%), in the following areas:

•                     Northpointe Suite Case Manager Licenses

•                     Portal Subscription and Support and Maintenance

•                     Hosting Services

The First Amendment to the Agreement has been approved as to form by the Office of the County Attorney.
