Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this motion allows BARC to offer additional supportive services to BARC clients.

BARC provides community-based substance use disorder and co-occurring disorder treatment services, including detoxification, assessment, residential level II treatment, medication-assisted treatment, outpatient, intensive outpatient, and primary healthcare services, to eligible adult residents in Broward County.

DOH will offer Hepatitis A and B vaccination services to clients receiving treatment in BARC facilities, fulfilling its obligation to provide communicable disease control services to Broward County residents. DOH will provide these services at BARC Residential, 3275 NW 99th Way, Coral Springs, Florida 33065, and at BARC Detox, 325 SW 28th Street, Fort Lauderdale, Florida 33315, on agreed-upon dates and times as needed, providing monthly reporting to BARC on the number of vaccinations given at each location.

In turn, BARC will inform clients needing Hepatitis vaccinations about DOH services, determine the needs of BARC clients for Hepatitis education, and ensure the privacy of BARC clients in both the Residential and Detox locations when administering vaccines.

This Memorandum of Agreement (“Agreement”) and accompanying Business Associate Agreement (Exhibit 1) will enable Broward County to ensure BARC clients receive Hepatitis A and B vaccination services at no cost to the County. The term of the Agreement will be for one year and may be renewed for three additional one-year periods.

The Agreement is in DOH’s form and comprises a Business Associate Agreement in Broward County’s form. The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
