MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on August 20, 2026, at 10:00 a.m., in Room 422 of Governmental Center East, to consider enactment of an Ordinance adopting a proposed amendment to the Broward County Land Use Plan text (PCT 26-3), related to Policies 2.36.1 and 2.36.2 regarding land use policy and public infrastructure and services decisions, as an amendment to the Broward County Comprehensive Plan, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY LAND USE PLAN TEXT OF THE BROWARD COUNTY COMPREHENSIVE PLAN RELATED TO POLICIES 2.36.1 AND 2.36.2 REGARDING LAND USE POLICY AND PUBLIC INFRASTRUCTURE AND SERVICES DECISIONS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Why Action is Necessary
It is necessary to schedule a public hearing of the Broward County Board of County Commissioners prior to transmittal of an amendment to the Broward County Comprehensive Plan.
What Action Accomplishes
The Resolution directs the County Administrator to set a public hearing for August 20, 2026, to consider adoption of proposed text amendment PCT 26-3, which is an amendment to the Broward County Land Use Plan, pursuant to Section 163.3184, Florida Statutes, as amended.

Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed text amendment, PCT 26-3, at its December 4, 2025, public hearing and recommended approval, including not requiring a second Planning Council public hearing (Vote of the Planning Council; 10-1; Yes: Abramson, Fernandez, Fisher, Geller, Greenberg, Hardin, Levy, Newbold, Rosenof and DiGiorgio. No: Ryan) and also recommended approval of the updated language at its April 23, 2026, public hearing (Vote of the Planning Council; Unanimous: 14-0; Abramson, Brunson, Castillo, Fisher, Geller, Gomez, Greenberg, Hardin, Horland, Levy, Railey, Rosenof, Zeman, and DiGiorgio):
AMENDMENT PCT 26-3
Amendment to the Broward County Land Use Plan text related to Policies 2.36.1 and Policy 2.36.2
The amendment retitles “Environmental Justice” as “Nondiscrimination” and Policies 2.36.1 and 2.36.2 are replaced with Policy 2.36.1.
Further, if the County Commission sets the public hearing, the full amendment report and associated attachments will be included as an exhibit to the public hearing item.
