Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.
What Action Accomplishes
Provides group term life and related insurance (term life, accidental death and dismemberment (AD&D) insurance, hazardous occupation insurance, and occupational assault AD&D insurance) to benefit-eligible employees, retirees and eligible dependents.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) did not assign Small Business Enterprise (SBE) or County Business Enterprise (CBE) goals for this project (Exhibit 2).
The purpose of this Agreement is to provide comprehensive, fully insured employer and employee-paid, after-tax, voluntary group term life and related insurance plans, including enrollment support and administration services for benefit-eligible employees and eligible dependents (Exhibit 1).
The RFP was advertised on November 27, 2024, and, at the time of the submittal deadline on January 14, 2025, five firms submitted proposals: Hartford Life and Accident Insurance Company dba The Hartford; Mejores LLC; Metropolitan Life Insurance Company dba Met Life; Minnesota Life Insurance Company dba Securian Financial; and Standard Insurance Company.
On March 18, 2025, an Initial Evaluation Committee (EC) meeting was held. The EC determined that four out of the five firms were responsive and responsible to the RFP requirements and could proceed to the Final EC meeting to be ranked by the EC. One firm, Mejores LLC, was deemed both non-responsive and non-responsible by the EC and did not proceed to the Final EC meeting.
On April 8, 2025, a Final EC meeting was held. After presentations, evaluation, scoring, and ranking, the EC named Standard Insurance Company as the first-ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from April 16 - 18, 2025, which provided an opportunity for any proposer or interested party to file an objection. No objection was received.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from April 21 - 25, 2025, which provided an opportunity for any aggrieved proposer to file a protest. No protest was received.
On April 25, 2025, since there were no vendor objections, protests, or pulls from the Board for this RFP ranking, in accordance with Procurement Code Section 21.42(f), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final; and, in accordance with Procurement Code Section 21.42(k), staff proceeded with negotiations.
One negotiation meeting was held to negotiate the Agreement with Standard Insurance Company: April 29, 2025. The meeting was attended by representatives from Standard Insurance Company, the Human Resources Division, the County Attorney’s Office, the Enterprise Technology Services Division, and the Purchasing Division.
The Agreement has been approved as to form and legal sufficiency by the County Attorney’s Office. The Agreement contains certain non-standard terms for disclosure to the Board regarding exceptions to Enterprise Technology Services Security Requirements, 1) System and Organization Controls (SOC) Type 2 reporting, and 2) Data and Privacy requirements.

The Agreement period begins upon execution and terminates on December 31, 2027, in an estimated amount of $8,636,840. Additionally, the Agreement provides for up to one additional two-year extension, for a four-year six-months total estimated amount of $15,546,313.

The Agreement is for an estimated amount of $15,546,313 over a potential four-year-six-month period, partially funded by benefit-eligible participants in the estimated amount of $11,250,371 and the County in the estimated amount of $4,295,941, allocated from the Fringe Benefits-Basic Life Insurance funding. The County’s funds estimated for the current fiscal year are included in the current fiscal year budget.
