Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT, THE REAL PROPERTY AND REAL ESTATE DEVELOPMENT DIVISION, AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
Relocation of the Broward County Transit’s Capital Delivery and Infrastructure office (“BCT”) is required to provide space for its current operations. The present BCT space and space arrangement is not adequate, necessitating a new location and outfitting appropriate office space for contractors and team areas, operations, administration, and program management.
A proposal between Brookwood Lakeside Plantation, LLC (“Landlord”) and Broward County (“Tenant”) was presented and negotiated to suit the BCT as the occupant. The proposed lease agreement is attached hereto as Exhibit 1. Turnkey Tenant Improvements are specified and detailed throughout the Lease Agreement, which shall be satisfied by the Landlord and his general contractor.
The property is located at 600 North Pine Island Road in Plantation (the “Property”) and consists of 134,443 square feet (SF); of which the leased premises will consist of approximately 10,702 SF on the 4th floor, for a term of 127 months (10.7 years) at an annual rental rate of $288,954 (or $24,080 monthly) for the initial lease year plus operating expenses. The operating expenses for 2026 are estimated at $16 per square foot including building utilities, janitorial services, maintenance, management, HVAC and elevator maintenance. The lease agreement provides for two optional five year extensions.
All documents have been reviewed and approved as to form by the Office of the County Attorney.

Consideration for this lease agreement is $288,954 annually, excluding operating expenses over base year expenses 2026, plus leasehold costs and security deposit. Funds for this are budgeted in Transit Surtax Capital Fund.
