Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Connected Community Goal, “Cooperatively delivering an efficient and accessible regional intermodal transportation network."
The Office of Economic and Small Business Development (OESBD) did not establish a County Business Enterprise or Disadvantaged Business Enterprise goal for this procurement (Exhibit 2).
The purpose of these contracts is to provide multiple sources for repair parts and supplies for the Boward County Transportation (BCT) bus fleet. The County intends to order bus parts and supplies from the vendor offering the lowest price (based on the highest discount percent off from catalog list price) at the time of each order. If the lowest bidder is unable to provide the required item (or unable to provide the required item timely), the County will proceed to the second low bidder and so on until the request can be filled.
The allowance incorporated in the contract, in the total amount of $190,000 per year, allocated at $10,000 to each vendor for shipping costs for Bus Parts and Supplies. Expenditures under this allowance item must be approved by the Contract Administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up.
The Director of Purchasing determined one bidder to be non-responsive for failure to accurately complete the Exhibit 6A Buy America Certification, as required by the Federal Transit Administration US Department of Transportation Funding Supplement, at the time of bid submission.
BCT has reviewed the bids submitted and concurs with the recommendation for award to 19 bidders: (1) All Roads Kenworth, LLC; (2) Crossline Supply, LLC; (3) Cummins, Inc.; (4) Electric Sales Service Inc.; (5) Expert Diesel; (6) FDDA LLC; (7) Gillig LLC; (8) Kirk’s Automotive, Inc. (9) M & H Automotive Inc.; (10) Midwest Bus Corporation; (11) Mohawk Manufacturing and Supply; (12) Muncie Transit Supply; (13) Neopart Transit LLC; (14) Precision of South West Florida Inc.; (15) Romaine Electric Corporation; (16) Southern Coach Parts Company; (17) Sutrak Corporation; (18) The Aftermarket Parts Company LLC; and (19) The Janek Corporation (Exhibit 3). Multiple performance evaluations were completed for 14 out of the 19 recommended vendors; all 14 vendors had a satisfactory rating or higher. Copies of the vendor performance evaluations are available upon request.
There have been no vendor performance evaluations completed for five out of the 19 recommended vendors.
The Purchasing Division has reviewed the discount offers submitted by the recommended bidders and determined that the discount offers are fair and reasonable (Exhibit 5).
The bid was advertised on January 24, 2024 and opened on February 15, 2024; 20 bids were received with one declination (Exhibit 1).
The Recommendation for Award for 19 vendors was posted on the Purchasing Division website from April 19 - 26, 2024. There was no protest or appeal filed regarding this procurement.
The open-end contract consists of the County’s solicitation and the vendors’ response.
The initial contract period begins on August 23, 2024, and terminates one year from that date.
