Why Action is Necessary

Broward County Board of County Commissioners (“Board”) approval is required for the execution of this Public Transportation Grant Agreement (“PTGA”).

 

What Action Accomplishes

Allows the Broward County Aviation Department (“BCAD”) to accept grant funding from the State of Florida Department of Transportation (“FDOT”) for the design of Taxiway P Pavement Rehabilitation and Mitigate Hot Spot No. 1 project (“Project”) at Broward County’s North Perry Airport (“HWO”).

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action allows BCAD to accept grant funding from FDOT for the design of the Project.

 

The total cost for the Project is estimated to be $400,000 (“Project Cost”). As outlined in the PTGA, FDOT will provide grant funding for 5% of the Project Cost, an estimated $20,000. The Federal Aviation Administration (“FAA”) will fund 90% of the Project Cost, an estimated $360,000, and Broward County (“County”) will fund 5% of the Project Cost, an estimated $20,000, and will cover any Project cost overruns.

 

Taxiway P is parallel to and north of Runway 10L-28R at HWO. The taxiway is approximately 35 feet wide by 3,250 feet long and was constructed in 1989. The Project will rehabilitate the section of Taxiway P between Runways 19L-1R and 19R-1L (approximately 1,000 feet). The taxiway connectors along this section will be re-constructed to meet current FAA design criteria and will require new taxiway edge lighting and guidance signage. The FDOT Statewide Airfield Pavement Management Program (“SAPMP”) indicates that this section of Taxiway P needs rehabilitation. The pavement rehabilitation of Taxiway P and its connectors will enhance airfield safety and operations at HWO by improving the airfield pavement and re-aligning the connectors to current FAA design standards.

 

The proposed PTGA has been reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions as FDOT requires the County to use its form agreement.
