Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

Approval of this action will extend the PTGA from December 31, 2025 to September 30, 2026, to allow additional time for completion of the Airfield Lighting Improvements Project (“Project”) at North Perry Airport (“HWO”).

 

On February 21, 2023 (Item No. 2), the Board approved the PTGA between Broward County (“County”) and the State of Florida Department of Transportation (“FDOT”) for Financial Project No. 448090-1-94-01 at HWO. The total Project construction cost was estimated to be $2,050,000. FDOT committed to 80% participation of the cost, up to a maximum amount of $1,640,000, and required the County to fund all expenses in excess of FDOT’s funding, estimated to be in the amount of $410,000, while covering any Project cost overruns.

 

On February 20, 2024 (Item No. 4), the Board approved the First Amendment to the PTGA to increase the Project cost to $3,675,000, increasing FDOT’s share of the Project cost by $1,300,000, thus increasing FDOT’s total grant participation to a maximum amount of $2,940,000; and requiring the County to increase its match to $735,000, while continuing to cover any Project cost overruns.

 

The proposed Project includes installation of new airfield lighting and guidance signs along Runway 1R-19L and Taxiway E using Light Emitting Diode (“LED”) edge lights and signs at HWO. Runway guard lights will be added at the intersection of Taxiways E and P to alert pilots approaching Runway 1L-19R. The existing Precision Approach Path Indicator (“PAPI”) and Runway End Identifier Lights (“REIL”) units will be replaced with new LED systems. Additionally, the Project includes demolition and replacement of the existing electrical vault, which will be relocated southwest of the Air Traffic Control Tower to support increased lighting demands and modernize equipment and controls. The relocation also creates space for future apron construction to accommodate tenant growth. Improvements to the Taxiway E intersection will comply with current Federal Aviation Administration design guidelines.

 

This proposed Amendment does not change the cost, cost share contributions, or project scope. The proposed Amendment will extend the PTGA expiration date to September 30, 2026. The extension is necessary to complete the construction of the new electrical vault, implement airfield electrical improvements, and install PAPI and REIL units at HWO.

 

The proposed Amendment has been reviewed by the Office of the County Attorney.
