Why Action is Necessary

Broward County Board of County Commissioners (“Board”) approval is required to authorize the Aviation Director to execute the referenced documents for implementation of the Enhanced Passenger Processing program with the U.S. Customs and Border Protection (“CBP”) at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).

 

What Action Accomplishes

Authorizes the Aviation Director to execute the referenced documents to implement the Enhanced Passenger Processing program at FLL, for an initial one-year term with two automatic one-year renewals, with total Broward County (“County”) expenditures not to exceed $200,000 in the aggregate, subject to review and approval for legal sufficiency by the County Attorney’s Office.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THIS MOTION.

 

CBP has approached the Broward County Aviation Department (“BCAD”) regarding implementation of the Enhanced Passenger Processing (“EPP”) program at FLL.

 

EPP is a pre-primary queue segmentation process available to U.S. citizens entering the United States that uses auto-capture technology to photograph travelers and conduct a full customs assessment, including biometric confirmation, eligibility, and enforcement checks, before travelers reach a CBP officer. EPP fully automates CBP’s Simplified Arrival process, streamlines inspection and adjudication, and enables CBP officers to focus on direct traveler interaction and higher-risk individuals, consistent with CBP’s national security mission.

 

EPP is only available at select airports, with pilot programs underway at Dallas-Fort Worth International Airport, Orlando International Airport, and Miami International Airport. The cost of equipment and maintenance is borne by the airport operator, which must also provide connectivity to CBP's network. Implementation of EPP at FLL will require an estimated initial investment of $150,000 for equipment and installation for the first year, plus recurring annual operations and maintenance costs of approximately $25,000. The equipment purchased will be the property of CBP.

 

Accordingly, BCAD requests that the Board delegate authority to the Aviation Director to execute the documents necessary to implement EPP at FLL, subject to an aggregate amount not to exceed $200,000 over the term of the program, and subject to review and approval of all such documents for legal sufficiency by the County Attorney’s Office. CBP requires the County to execute CBP’s form agreements; therefore, the agreements will not incorporate the County’s standard terms. The Donations Acceptance Program form, the Business Requirements Document, and other necessary related documents will be provided by CBP subsequent to this action. The Donations Acceptance Program form and the Business Requirements Document are expected to be substantially similar to the forms attached as Exhibit 1 and Exhibit 2.
