Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.53, Duration of Contracts, a County contract shall not exceed five years in duration without the express approval of the Board; and Section 21.47(a), Award and Execution Authority, except as otherwise provided in this Code, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
What Action Accomplishes
Provides for a contract extension and additional funding for continued purchases of Cradlepoint cellular hardware, parts, components, accessories, and Cradlepoint NetCloud maintenance, repair services, and technical support services on an as-needed bases for the existing Cradlepoint network systems for the Broward County Transportation Department.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This Contract provides technical and support services for the existing Cradlepoint network systems to support Broward County Transportation Department’s (BCT’s) on-board bus Wi-Fi system.
This project is 100% funded by the United States Department of Transportation (USDOT) Federal Transit Administration (FTA).
The purpose of this item is to extend Contract No. TEC2119104B1 with Source, Inc. until September 30, 2026, pursuant to Amendment No. 2 of the State of Utah Cooperative Master Agreement No. AR31899 with Cradlepoint, Inc. (Exhibit 1).
On August 20, 2019 (Item No. 39), the Board approved Cradlepoint, Inc. as a sole brand for Cradlepoint IBR1700 cellular routers and NetCloud Advanced Enterprise licenses and authorized the Director of Purchasing to award and renew a resulting open-end contract to the low, responsive, responsible Cradlepoint authorized reseller.
The State of Utah cooperative contract was competitively procured for Data Communications Products and Services, which provided for general terms and conditions in connection with certain products and services sold by Cradlepoint. The contract allowed for other governmental entities to participate in the contract, subject to those entitles entering into an agreement with an applicable Cradlepoint reseller.
The State of Utah Cooperative Master Agreement No. AR31899 became effective on October 1, 2019, with an initial term through September 30, 2024, with two one-year renewal options for a total seven-year contract. On December 18, 2019, the first addendum was issued for the State of Utah Cooperative Master Agreement to include additional pricing discounts and value-added services (Exhibit 2).
On December 26, 2019, the Director of Purchasing approved the request to participate in the State of Utah Cooperative Master Agreement No. AR3189, Data Communications Products and Services.
On March 20, 2020, the Director of Purchasing approved a participating addendum under the State of Utah Cooperative Master Agreement with Cradlepoint, Inc., which acknowledged Broward County Security Requirements, Service Level Agreement, Insurance Coverages, FTA Supplement, and Cradlepoint’s Buy America Waiver. Additionally, the term of the executed participating addendum is coterminous with the State of Utah Cooperative Master Agreement, including all extensions and renewals thereof (Exhibit 3).
As a result of the participating addendum, competitive Solicitation No. TEC2119104B1, BCT Bus Cradlepoint Wi-Fi, Parts, & Equipment was advertised to various Cradlepoint resellers for quantities, pricing, and terms, including the requirement that bidders agree to the general terms contained within the participating addendum and the State of Utah Cooperative Master Agreement with Cradlepoint, Inc.
On July 13, 2020, Contract No. TEC2119104B1 was awarded to Source, Inc., a Cradlepoint authorized reseller, for an initial three-year term with an estimated amount of $552,838 with two one-year renewal periods, for a total five-year estimated total amount of $1,288,111.
On January 6, 2025, BCT requested to extend the contract with Cradlepoint reseller, Source, Inc., to continue through the extended term of the State of Utah agreement with Cradlepoint, Inc., along with a threshold increase in the amount of $447,500 to cover anticipated costs associated with the continued purchases of Cradlepoint cellular parts and services during the extended period (Exhibit 4).
