B. MOTION TO APPROVE First Amendment to Agreement No. 24-FSAD-8307-1 between Broward County and Arc Broward, Inc., for the provision of financial stability services, extending the term of the Agreement by adding an additional one-year option period,  effective October 1, 2026, through September 30, 2027, and allocating $50,000 in funding to the additional option period; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

 

C. MOTION TO APPROVE First Amendment to Agreement No. 24-FSAD-8250-1 between Broward County and Hispanic Unity of Florida, Inc., for the provision of financial stability services, extending the term of the Agreement by adding an additional one-year option period,  effective October 1, 2026, through September 30, 2027, and allocating $125,000, in funding to the additional option period; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

 

D. MOTION TO APPROVE First Amendment to Agreement No. 24-FSAD-8206-1 between Broward County and Urban League of Broward County, Incorporated, for the provision of financial stability services, extending the term of the Agreement by adding an additional one-year option period,  effective October 1, 2026, through September 30, 2027, and allocating $125,000, in funding to the additional option period; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

 

E. MOTION TO APPROVE waivers of conflict under Section 112.313(7)(a), Florida Statutes, for the following Broward County advisory board members holding an employment or contractual relationship with an entity receiving funds for the performance of services under this agenda item:

Why Action is Necessary

A. Broward County Board of County Commissioners (“Commission”) adoption of this Resolution is required for appropriation and disbursement of funds for agreements with external agencies and to authorize the County Administrator to execute agreements.

 

B.-D. Commission approval is required for agreements with external agencies.

 

E. A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission

 

What Action Accomplishes

Adoption of Motions A and approval of Motions B through D authorize funding for service providers to deliver economic stability services that address the multifaceted needs of eligible Broward County residents through a collaborative, comprehensive, and integrated approach.

 

Approval of Motion E waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will support economic stability services that focus on improving Broward County residents’ financial stability.

 

The Human Services Department (“HSD”) requests Commission approval of its Fiscal Year 2027 (“FY27”) funding recommendations for the service provider agreements listed in Exhibit 1, Attachment A.

 

HSD requests authority for the County Administrator to execute new agreements with service providers identified with an “N” in Exhibit 1, Attachment A. The new agreements will be in substantially the same form as the most current standard form agreement. All agreements will be reviewed and approved for legal sufficiency by the County Attorney’s Office before execution by the County Administrator.

 

HSD requests approval of the First Amendments to Agreements with Arc Broward, Inc. (Exhibit 2), Hispanic Unity of Florida, Inc. (Exhibit 3), and Urban League of Broward County, Incorporated (Exhibit 4), for the continued provision of economic stability services to eligible Broward County residents. The scope of services and the funding amount will remain the same for each Agreement.

 

Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee.” In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion E) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 5 and constitute full disclosure of any existing conflict.
