Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL ON THE ABOVE MOTION.

On December 9, 2019, the Broward County Administrator executed Subgrant Agreement H0383 for project No. 4337-93-R relating to the North and Central HAC for wind mitigation retrofitting and generator installation projects at the facilities. The wind mitigation and generator improvements portion of the project is partially funded by the Federal Emergency Management Agency’s (“FEMA”) Hazard Mitigation Grant Program (“HMGP”) and is subject to the Federal fund’s terms and conditions. The FEMA funded portion amounts to 75% of the HMGP project total and the remaining 25% match is County-funded. The HMGP portion of funds are limited to the reimbursement qualification by FEMA.

The Funding Summary Totals are:

Federal Share:                      $5,117,322 (75%)

Non-Federal Share

(County’s Share):                      $1,705,774 (25%)

Total Project Costs:                      $6,823,096

The North HAC expansion and interior renovation portion of the work is wholly funded by Broward County Capital Improvement funds and not covered by the Subgrant Agreement.

The Subgrant Agreement was extended on March 16, 2022, and January 29, 2024, through February 28, 2026. Notice is hereby provided to the Board that the Subgrant Agreement has been reinstated and extended pursuant to the authority delegated on May 7, 2019, via this Third Modification to the Subgrant Agreement. The Third Modification to Subgrant Agreement has been reviewed and approved as to form by the County Attorney’s Office.
