Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

 

In accordance with Broward County Procurement Code, Section 21.53, Duration of Contracts, a contract shall not exceed five years in duration without the express approval of the Board.

 

What Action Accomplishes

Provides additional funding and extends the term for cybersecurity monitoring services.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERIVCES DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

On March 11, 2022, the County entered into an Agreement with Darktrace Holdings Limited, a sole-source vendor, for the Darktrace Cyber Artificial Intelligence (AI) platform, which included leased equipment and Antigena Network Software (Antigena). The agreement term was for two years in the amount of $393,663.

 

On January 23, 2024 (Item No. 11), the Board approved a threshold increase of $500,000 and extended the term by two-years, for a total four-year term agreement amount of $893,663.

 

The Water and Wastewater Services (WWS) Information Technology Division currently uses the Darktrace Cyber AI platform for agentless real-time monitoring, detection, and response remediation of managed, unmanaged, and non-traditional devices in WWS' information technology (IT), operational technology (OT), and “internet of things” (IoT) infrastructures.

 

If approved, the Agreement’s extension and threshold increase will cover Darktrace technology and security improvements, including updates or upgrades to the existing system, software, and equipment through March 31, 2029.
