Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts for the purchase commodities or contractual services executed by or on behalf of a large-hub commercial service airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action will increase the threshold for the Agreement between Broward County and Great Waste and Recycling Services LLC, to provide solid waste trash removal and recycling services (Contract No. OPN2125934B2) at the Fort Lauderdale-Hollywood International Airport (“Agreement”).
On April 18, 2023, the solicitation was advertised and opened on May 12, 2023. The solicitation received four submittals with zero declinations. Great Waste and Recycling Services LLC was the low bidder recommended for award. The awarded amount was calculated based on the annual estimated amount instead of the amount for a three-year initial term (with two one-year renewals).
On June 13, 2023 (Item No. 29), the Board authorized the County Administrator to approve and/or execute agreements, contract amendments, work authorizations, advertisements of competitive solicitations, and other documents during the Board’s 2023 Summer Recess (between June 14, 2023, and August 22, 2023). On July 26, 2023, the County Administrator approved the Agreement, which was later ratified by the Board on September 19, 2023 (Item No. 66).
