THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
Pompano Park Place (Southwest 3 Street/Race Track Road) is a County road in the City of Pompano Beach from Powerline Road to Dixie Highway. The County is in the process of undertaking a complete streets project on the road which includes installation of bike lanes, sidewalks, lighting, landscaping, and resurfacing the road, with no change in the number of vehicle travel lanes. Pompano Industrial Owner 1, LLC, a developer located along the south side of the road, has improved a portion of the road between Powerline Road and the Seaboard Coastline Railroad, including voluntarily completing the County’s project upgrades within that segment at no cost to the County. The upgrades included the drainage system which was enhanced by the installation of a retention area, measuring approximately 280 feet by 65 feet, on their property. To formalize the use of the retention area for the road’s drainage system, the developer has provided a Drainage Easement to the County.
The Resolution (Exhibit 1) will formalize acceptance of a Drainage Easement from Pompano Industrial Owner 1, LLC, comprising the drainage retention area on a portion of real property located along the south side of Pompano Park Place (Southwest 3 Street/Race Track Road), west of the Seaboard Coast Line railroad in the City of Pompano Beach (Exhibit 2). The executed Drainage Easement (Exhibit 3) is required to allow County to utilize the drainage retention area for Pompano Park Place roadway stormwater runoff. The developer is responsible for the maintenance of the retention area and the County is responsible for maintenance of the drainage pipe that conveys stormwater from the road to the retention area.
