MOTION TO APPROVE Agreement between Broward County and OIC of South Florida, Inc., for the Transit Transitional Employment Program, for Bus Cleaning Services for the Broward County Transportation Department, in an initial five-year estimated amount of $26,785,714, and to approve up to two one-year renewal periods, for a seven-year potential estimated not-to-exceed amount of $37,500,000; and authorize the Mayor and Clerk to execute the same.

Why Action is Necessary
Motion A. In accordance with Broward County Procurement Code Section 21.25, Sole Source Procurement, a sole source procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.
Motion B. In accordance with Broward County Procurement Code Section 21.53, a County contract shall not exceed five years in duration without the express approval of the Board; and Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Motion A. Designates OIC of South Florida, Inc. as the most reasonable source.
Motion B. Provides for the continuation of the Transit Transitional Employment Program to provide bus cleaning services for the Broward County Transportation Department bus fleet, as well as providing employment opportunities for Broward County adults.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Economic Opportunity Goal, “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward's lower and middle class.”
The purpose of this agreement is to provide for continued bus cleaning services for Broward County Transportation Department’s (BCT’s) bus fleet and to provide for employment opportunities for Broward County adults that are age 18 or older and residing in targeted areas of low income, high unemployment, persons with disabilities or persons participating in a state or local re-entry program.
In accordance with the Broward County Living Wage Ordinance, Broward County Code of Ordinances Section 26-102(a)(2), these services are covered services. OIC of South Florida, Inc. (OIC), a non-profit organization experienced with working with the population, has agreed to be bound to the contractual obligations of the Living Wage Ordinance.
On February 5, 2025, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate most reasonable source to ascertain whether there were any other entities able to provide the bus cleaning services and employment opportunities as part of the Transit Transitional Employment (TTE) Program for BCT. The RFI yielded two responses submitted by Neg Lakay Enterprise and Zodeo Enterprises, LLC DBA Steri-Clean Southern Florida, which were provided to BCT for its review. Both vendors demonstrated a lack of direct experience as it relates to the scope of the contract. Based on this information, the Director of Purchasing recommends approval of this most reasonable source designation to OIC for the required services (Exhibit 1).
BCT concurs with the recommendations for award. Four vendor performance evaluations were completed for OIC; the firm has an overall performance rating of 3.41 out of possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
Incumbent: OIC of South Florida, Inc. Contract Number and Title: TRN2120453A1, TTE Program BCT. Contract Term: January 1, 2020 through March 31, 2025; First Renewal: December 31, 2021 through December 30, 2022; Second Renewal: December 31, 2022 through December 30, 2023; Third Renewal: December 30, 2023 through December 31, 2024; 90-Day Extension: December 31, 2024 through March 31, 2025 Expenditures to date: $9,163,070.
